ILSTA Participates in the 4th ASEAN Environmental Law Conference
ILSTA participated in the 4th ASEAN Environmental Law Conference held in Bangkok, Thailand. The conference centered on using the law to protect human rights within ASEAN.
The conference aimed to provide a platform for identifying actions to address major environmental issues through environmental rule of law. Key objectives included:
1. Identifying potential legal actions at both regional and national levels on environmental rights and other pressing environmental issues.
2. Supporting a network of environmental lawyers and activists through the exchange of knowledge and best practices.
3. Identifying possible solutions and responses to address regional environmental rights issues and broader environmental concerns.
4. Catalyzing action on these plans through collaborative approaches and networking.
Over the three days, the conference covered several critical issues, including: Environmental Rights/Right to a Healthy Environment; Environmental Rights in ASEAN; Inclusive Environmental Governance; Global and Regional Developments in Environmental Law; Access to Information and Transparency; Public Participation and Environmental Impact Assessment; Access to Justice, Public Interest Environmental Litigation, and Anti-SLAPP; Environmental Human Rights Defenders; Oceans and Marine Environment; Air Pollution; Wildlife and Biodiversity; Climate Justice.
ILSTA had the honor of presenting the development of the recently launched Rapid Reference Guide (RRG) for wildlife investigators and prosecutors in Lao PDR.
The Rapid Reference Guide (RRG) is an essential tool designed to support wildlife crime investigators and prosecutors in Lao PDR. This comprehensive guide provides a clear and concise summary of the evidential requirements for each wildlife trafficking offense and outlines the legal process, from the initial stages of opening an investigation to presenting the case file for prosecution. Additionally, the guide elucidates the linkages between wildlife crime and money laundering, highlighting the importance of addressing financial crimes in the fight against wildlife trafficking.
While the RRG is primarily designed for investigators and prosecutors, it is also an invaluable resource for anyone involved in wildlife conservation efforts in Lao PDR. This includes national and provincial law enforcement agencies, who can use the guide to enhance their understanding and effectiveness in combating wildlife crime.
This tool supports the prosecution of wildlife crimes. The structure and usability of the Lao RRG received high praise, and several other ASEAN states are now in the process of developing similar guides.
Additionally, ILSTA participated in roundtable discussions addressing the challenges and opportunities in prosecuting wildlife criminals within ASEAN.
