ILSTA operates under the Lao-Luxembourg Development Cooperation framework and is a core implementing partner of the LAO/037 programme “Rule of Law, Access to Justice and Good Governance (ROLAG)”. This collaboration integrates governance reform, capacity-building, and legal assistance into a cohesive strategy to enhance the Rule of Law in Lao PDR in compliance with international standards. 

Additionally, ILSTA’s activities are supported by Luxembourg’s Ministry of Finance through the “ILSTA AML/CFT Phase III” project and the Fonds de lutte contre certaines formes de criminalité. These partnerships empower ILSTA to deliver impactful interventions, particularly in addressing transnational organized crime and AML/CFT compliance. 

ILSTA is open to receiving support from other donors to partner with Luxembourg development cooperation in common objectives.

It strives and promotes international norms, including FATF standards, into domestic frameworks, fostering compliance with global anti-money laundering and counterterrorism financing measures. By promoting good governance and the rule of law, ILSTA supports sustainable development and the harmonisation of international and local legal systems.
