Two-week Intensive Public International Law Training

Public International Law serves as the fundamental framework that governs interactions between sovereign states and other international actors in the international scene. Its norms and principles provide the basis for how countries cooperate on issues of common interest, create obligations and resolve disputes. Therefore, a good understanding of its core notions is important for states around the world to interact and maintain peace. Compliance with international law is also central to fostering mutual trust and collaboration among states.
States, as the primary subjects of international law, have not only rights but also duties that they must fulfill.
To strengthen the Lao Government’s capacity in international law, ILSTA held a two-week intensive public international law training. Officials from various ministries and governmental agencies attended, including the Ministry of Foreign Affairs, the Prime Minister’s Office, the National Assembly, the People’s Supreme Court, and the Office of the Supreme People’s Prosecutor.
Through lectures, group works, case studies, and lively discussions, participants improved their understanding of core notions of public international law. These included the main actors of international law, its sources, the law on treaties, and the implementation and resolution of conflict mechanisms in cases of non-compliance with international obligations.
Participants expressed deep interest in the topics presented and stressed the importance of strengthening Lao PDR officials’ knowledge in all areas of public international law, particularly regarding international conventions, as this forms the basis for international cooperation and fulfilling Lao PDR’s obligations.
This successful two-week training underscores the commitment of the government of Luxembourg and ILSTA to supporting Lao PDR’s collaboration on the international scene.
ILSTA is developing additional modules for this course that, along with the foundation course, will become part of the regular training calendar. These sessions will be open to relevant government authorities and conducted regularly.
