On 15th of March 2023, ILSTA held an open lecture on the principle of legality by Ms Neïla Mebtoul.
Over 94 participants from the Faculty of Law and Political Science, National University of Laos, as well as online participants from the Faculty of Law and Administration (FLA) Champasak, National Institute of Justice (NIJ) Champasak, Savannakhet, and Luang Prabang, and legal practitioners from central agencies participated in the lecture.
The Principle of Legality is a basic requirement of the rule of law and means that no one can be convicted of a crime without a previously published legal text which clearly describes the crime. The lecture also explored the subprinciples related to it such as the strict interpretation of criminal law and the principle of non-retroactivity.
Audience members took an active role in the lecture, participating in the resolution of a case study and an open exchange of questions and discussion.
