ILSTA and the Lao Anti-Money Laundering Intelligence Office (AMLIO) worked together in a series of meetings to assess the country’s progress in implementing the FATF’s 11 I.Os

The Financial Action Task Force (FATF) requires countries not only to comply with technical standards but also to take concrete measures in order to effectively combat money laundering and terrorism financing. Immediate Outcomes (I.Os) are the standard tools used by FATF to evaluate the effectiveness of a country’s Anti-Money Laundering/Counter-Terrorist Financing’s (AML/CFT) framework.
Following Lao PDR’s 2023 APG mutual evaluation, ILSTA and the Lao Anti-Money Laundering Intelligence Office (AMLIO) worked together in a series of meetings to assess the country’s progress in implementing the FATF’s 11 I.Os. A particular focus was on I.O 6, which pertains to the use of financial intelligence (FI).
To fully comply with I.O 6, competent authorities must leverage financial intelligence effectively in their investigations of money laundering, associated offenses, and terrorist financing. In Lao PDR, a crucial prerequisite for this is for AMLIO to provide high-quality and actionable financial intelligence. This ensures that relevant authorities have accurate, timely information for effective investigations, asset tracing, and operational planning. However, AMLIO’s current analytical capacity and lack of robust feedback mechanisms limit its ability to disseminate and exchange financial intelligence effectively with law enforcement agencies (LEAs).
To ensure compliance with I.O 6, ILSTA recommended that AMLIO increase resources dedicated to AML/CFT efforts through capacity building and training, establish working groups, enhance international cooperation with neighboring countries, and deepen collaboration with law enforcement agencies to improve the quality of reports.
Despite challenges and limited time before the November POPR submission, all parties remain confident that collaborative efforts will yield significant positive results.
